The mayor's praise follows his commitment to meet with Regional Express Airlines (Rex) to discuss an offer to introduce its pioneering community fare scheme to Dubbo.
On Friday Cr Shields said Fly Corporate was promoting $199 one-way flights between Dubbo and Melbourne, and Dubbo and Brisbane, on its website.
Fly Pelican was also offering $129 flights from Dubbo to Newcastle on its website, he said.

"It is important we keep the dialogue open with airlines.
"We are seeing some positives results with cheaper fares on sale."
Rex's community fare scheme would offer a $119 fare between Dubbo and Sydney with conditions including the purchase of tickets more than 30 days before departure, or when seats are still available 24 hours before departure.
Rex's offer is contingent on Dubbo Regional Council capping passenger tax in line with the Consumer Price Index and waiving security screening charges of about $350,000 a year.
The screening is not required under federal legislation.
Cr Shields has defended a rise in the passenger tax by about 13 per cent to $16.90 as necessary to maintain and cover costs associated with new infrastructure at Dubbo City Regional Airport.
