Police saw the 16-year-old Centrelink recipient driving along Myall Street in Dubbo on April 5, court documents revealed.
She stopped driving as soon as police activated their warning lights and sirens.
When they approached her vehicle they noticed two passengers, both aged 14, in the car with the mum.
"Police observed the driver was still smoking a cigarette and cigarette smoke was filling the interior of the vehicle," police said.
The girl said "I don't have one" when police asked her to produce a driver's licence.
When asked about the two minors in the car and her smoking, the girl said "they smoke too".
Police charged her with breaching a NSW public health law which made it illegal to smoke in a car when children under 16 were present. She was also charged with driving without a licence.
In Dubbo Local Court on Wednesday, the girl pleaded guilty to both offences and carried her toddler with her as she awaited judgement.
The court heard the girl had huge responsibilities caring for her 14-year-old brother as well as the toddler.
"Don't drive until you have a licence," Magistrate Theresa Hamilton told the girl while the toddler roamed around the court room.
The girl, who cannot be named because she is a minor, was found guilty of both offences.
She had no conviction recorded against her name and was ordered to be of good behaviour for 12 months.
