A 45-year-old man allegedly spotted roaming the streets of Dubbo without any clothes on has been charged with wilful and obscene exposure.
The man was arrested by police at an underpass near the Emile Serisier Bridge on April 17.
"At about 1pm police received numerous calls from the general public related to a possibly drug-affected person in the central business district," acting Orana Mid-Western Police District crime coordinator Sergeant Amanda Hill explained.
"Police conducted patrols and located the man walking along Wingewarra street."
Sergeant Hill said the man was told to "move on".
"He walked to Bligh Street but at 1.30pm we received a phone call from a witness stating that a male person was walking along the footpath with no shirt on and his pants midway down his leg, exposing his buttocks.
"Police received another call stating the accused was sitting near an underpass near the Emile Serisier Bridge."
Police allege the man had boxer shorts around his ankles and was fully exposed.
"He was observed to be holding his penis in his hand [before police arrested him]," Sergeant Hill told the Daily Liberal police have alleged.
"Police questioned him and he denied the allegations.
"He was charged with wilful and obscene exposure."
