Cr Shields called for a commitment to be made by each party, ensuring the funding is set for Dubbo no matter who holds government office following the election.
Both Nationals candidate Dugald Saunders and Country Labor candidate Stephen Lawrence wouldn't commit to the funding.
"It's a clear priority of the election to push for a drug court and rehab centre for Dubbo," Mr Saunders said.
"I've been in discussion with Lindon House about the type of rehab facilities that we need, and have been talking about in house and residenital facilities as well as a centre."
He said the National's party would be waiting for the state ice report to be completed so they could incorporate any recommendations from the report into their decision.
Mr Lawrence also wouldn't commit to the funding but said he would keep working on it.

"As proud as I am to have secured last weeks $140 million committment to Dubbo transport infrastructure and a River St bridge alternative, the centerpiece of my political vision is to finally deal with Dubbo's social problems and crime.
"I will keep working on a funding committment to a rehabilitation and detoxification centre. If I can't secure this facility in a first term I will stand down and not contest a second election".
