Dubbo businesses could be encouraged to install their own security cameras through grants from Dubbo Regional Council.
Council has been looking into the installation of Closed Circuit Television Cameras in Dubbo’s neighbourhood shopping areas as a way to deter crime.
In a report on the issue – which will be considered at the council meeting on Monday night – council’s manager social services Jason Yelverton has asked for councillors to consider adopting a CCTV grant program like Bathurst.

“This model offers CBD retailers a $500 grant on a dollar for dollar basis for installation of CCTV cameras. Bathurst Regional Council has an annual budget of $10,000 for the program and to date has spent $28,000 on grants,” he said.

Bathurst has 56 registered cameras throughout the CBD.
Installing security cameras at the Myall Street shopping centre alone is expected to cost $42,590. However, Mr Yelverton said the cost could be higher depending on the link capability of the sites because they are out of the council fibre optic network.
Another $5800 also has to be added onto the cost of each camera for regular maintenance and upgrades.
As part of the research, consultation was also undertaken with Dubbo Police and the NSW Justice Department.
“Dubbo Police have indicated that the placement of CCTV systems outside the CBD area and other previously identified locations in Dubbo and Wellington in the previous audit are not a priority and would not be supported,” Mr Yelverton said.
“Policy advice from NSW Justice Department also raises various issues relating to CCTV systems installation and the Privacy ad Personal Information Protection Act 1998.”
Mr Yelverton has recommended council obtains independent legal advice about the cameras. He also recommended a Crime Prevention Through Environmental Design audit be undertaken with Dubbo Police and for the Bathurst CCTV program to be considered.
Council will determine the next actions to be taken on Monday night.
