Premier Gladys Berejiklian and Nationals leader John Barilaro have been working on a Cabinet reshuffle since Ms Berejiklian was elected as the new Liberal Party leader on Monday.
Mr Toole, whose local government portfolio saw him become the face of the now abandoned council amalgamations policy, is certain to be moved out of that role and media reports this week suggest he is unlikely to be handed another ministry portfolio.
Mr Toole said he remained hopeful of remaining in the Cabinet but had been given no indication yet of what the future might hold for him within the parliament.
“I’m proud of the work I’ve done in local government to implement the policies of the Cabinet but politics is a funny game,” he said.
“I’m a fairly positive person, though, so whatever happens I look forward to the challenges and opportunities ahead.”
