The notion will go before council at the July Ordinary Meeting on Wednesday, to be decided by administrator Michael Kneipp.
As the proposal currently stands, the food and garden organics bin would be collected weekly, recycling would be collected fortnightly, and the mixed waste would be collected fortnightly, but with an option for residents to request weekly collection.
In a report on the introduction of an organics bin, Mr Kneipp gave it his recommendation.
Mr Kneipp said the ten week trial was a success as it increased the support for the three bin system from 63 per cent to 76 per cent, at an extra cost of $1.20 per week per household.
Across the duration of the trial there was also a reduction in the number of households that said they would not manage with fortnightly garbage collections from 18 per cent to 11 per cent.
Of the 352 premises that took part in the trial, 66 per cent said they had no problem with the bin, while 19 per cent said they had an odour problem and 12 per cent expressed concern with keeping it clean.
A pensioner rebate would be considered to ameliorate the cost impact the “vulnerable sector of the community”, Mr Kneipp said.
In the same report, council manager civil infrastructure and solid waste Steve Clayton said the trial showed the bin would be regarded as a beneficial service by the clear majority of residents.
“This trial.. confirms that a city wide weekly food and garden organics collection service would be accepted by the majority of residents with such satisfaction improving after an initial period of familiarisation with the new routine and the provision of ongoing educational support,” he said.
If approved on Wednesday, council will call tenders for the construction and operation of the proposed Dubbo Regional Organics Processing Plant, as well as for the collection service.
Mr Kneipp said the tendering process would include the consideration of Wellington and Geurie also having a third bin in the future.
At this stage, the third bin has been proposed to be introduced in Dubbo, Wongarbon and Brocklehurst, however multiple unit properties will be excluded.
The recommendation currently states the organic bin collection service will begin on March 1, 2018.
