Former councillors and interested members of the public filled the chairs at the back of the room, leaving others to stand to hear the proceedings.
Led by administrator Michael Kneipp alongside interim general manager Mark Riley, the main focus of the night was the budget.
Each director highlighted the main features in their branch of council before it was approved by Mr Kneipp.
The document will now go on public exhibition before it goes before council again at an extraordinary meeting on June 29.
Eight ex-councillors were also appointed to the Local Representation Committee, four apiece from the former Wellington and Dubbo City council areas.
The members of the committee are: Graham Ross, David Grant, Anne Jones, Kevin Parker, Ben Shields, Pip Smith, Rod Towney and John Walkom
