Community stalwart and benefactor Douglas Mackay Webb OAM died from cardiac arrest on April 19 at Orana Gardens Aged Care Facility a month short of his 90th birthday.
Cr Mohr said Mr Webb was a "true gentleman".
"He never said a bad word about anything and he put more time into this community than he did his own home, along with his sister," he said.
"It should be noted that he was an outstanding member of this community."
Mr Webb would be missed, especially by Dundullimal Homestead, Cr Mohr said.
"I personally thank him for his efforts. I'm glad I got to know him and his family."
