Nevertheless yesterday he counted the acquisition of the final lot for the Riviera Shopping Centre as "lucky".
Penrith Mega Homebase, of which Mr Kosseris's wife is a director, pursued the vacant piece of land near the LH Ford Bridge owned by NSW Roads and Maritime Services (RMS).
Contracts were exchanged on Friday, but neither party would reveal the sale price.
When asked about total expenditure on buying the various lots of land bounded by Macquarie, Bultje, Bligh and Cobra streets, Mr Kosseris said it was "multimillions".
"It was a lot more than I think a lot of people would spend in Dubbo to acquire land here, but we are talking some double figures," he said.
Mr Kosseris said the integral part of the development was the RMS land.
"It allows us to give three levels of car park, which is 9314 square metres per level... that will give us a total of 1342 car parks."
RMS had owned the land since 1967, then in 1970 it was gazetted as public reserve under the care and control of Dubbo City Council.
RMS yesterday confirmed the exchange of contracts.
"As the matter is yet to settle it is inappropriate for RMS to disclose details of the purchaser and price," an RMS spokeswoman said.
