Batting first the Outlaws were only able to make 7-115 from their 20 overs, with a slow start and some tight bowling from the Albury-based side making things tough.
Nathan Pilon (33) was the pick of the Outlaws batsmen, while Ben Patterson (18) and Greg Buckley (17) got starts but could not go on with it.
Off-spinner Zac Simmonds (2-20 off four) was the pick of the Bullets bowlers.
A score of 115 always looked to be 15-20 short of par and it proved that way, despite a committed effort with the ball by the Outlaws.
The new-ball pairing of Tim Cox and Ben Strachan leaked 53 runs from their eight overs but Buckley (1-17), Patterson (2-25) and Parkes' Anthony Heraghty (2-11) combined to reel in the Bullets.
A brilliant run-out from Mat Skinner also helped but it was the composure of David Farrell (32) and Nate Seriman (15) that ultimately saw the Bullets home with nine balls to spare.
The final of the inaugural competition was played last night between the Bullets and the Northern Inland Bolters.
