Dubbo, Narromine and Wellington councils could face amalgamation if declared 'unfit' by the IPART to stand alone, but all three councils have said they would not support the move.
"Generally if you don't get feedback for it people are pretty happy with it," Cr Dickerson said.
"I think it would be a different scene if we were saying we were going to amalgamate, but all three councils want to stay as stand alone."
The public exhibition process for residents to comment on the submission runs until June 5.
Cr Dickerson said he wouldn't review what has been officially said until after that date, but people he had spoken to were supportive of council's stance.
"The general feedback just as I walk down town and as I'm talking to people is 'yep, good, stay stand alone'."
About 90 people have voted on the My Dubbo My Say website, the overwhelming majority of which say no to a merger with Narromine and Wellington councils.
In the 2015/16 financial year, Dubbo City Council has forecast they will meet six of the seven key performance indicators to be 'Fit for the Future'- 'building and infrastructure renewals ratio' will be the exception.
Dubbo councillor John Walkom said with "a bit more work" he is confident the benchmarks would be met.
"When you look at that you see that as a council we're doing pretty bloody well," he said.
"The consultant with PriceWaterhouseCoopers mentioned that there were some metro councils that will not achieve these benchmarks.
"As a regional city what we've been able to achieve at these early stages of this benchmark for Fit for the Future is a credit.
"It's a credit to the way we've been run as a council in our financial capacity, to us as a council and I encourage council to continue on with the policies and thinking as in the past because it's obviously working."
The draft content for the submission can be viewed at mydubbomysay.com.au and is on public exhibition at Dubbo City Council, Macquarie Regional Library Dubbo Branch, Ballimore Inn, Eumungerie and Wongarbon Post Office.
