The memorial wall will be placed in Heritage Park, opposite the Great Cobar Heritage Centre.
The list of names and dates of those killed is being compiled by staff at the Heritage Centre.
Committee member and Cobar local, Barry Knight said plans are being drawn up to make it available for public consultation.
"We hope to have the miners memorial wall erected this year," he said.
Mr Knight would also like to include the story of those killed due to injury and/or illness on the memorial wall.
"This memorial wall will pay tribute to those that helped build our town, and paid the ultimate sacrifice," he said.
Mr Knight said so far there are around 200 names of miners killed in and around the Cobar Shire.
"There have been numerous mines in Cobar and surrounding regions over the last century," Mr Knight said.
"Hopefully it can also give closure to those families who lost someone dear to them."
Great Cobar Heritage Centre & Cobar visitor information centre tourism officer John Collins said people had been talking about constructing a memorial site for years.
"I think it is something that locals would like to see happen," he said.
"We're still trying to confirm the numbers of deaths. It is important to get names and dates right."
