The public hearing will inquire into the state government's responses to complaints made and litigation begun by former residents of Bethcar Children's Home in Brewarrina.
The hearing will inquire into the experiences of former residents, the government's monitoring of them and the operations at the home.
It will also examine the conduct of civil proceedings brought by 15 former Bethcar residents against the State of NSW between 2008 and 2013, and the NSW Police response to complaints made by some residents.
It will also look at applications former Bethcar residents made for victims' compensation.
People or groups with a direct interest in the hearing have been invited to lodge written applications to appear at the hearing.
Applications need to be made by October 8, 2014.
The public hearing will take place in Sydney from October 22 from 10am.
