Kayleb Paul O'Neill-Smith, 9, was killed on Tuesday after the bike crashed into a fence post at Wellington.
His 12-year-old friend, who had received the bike as a gift, suffered two broken legs and head injuries.
Larry Blackhall rushed to the aid of the boys after he witnessed them crash the small motorcycle into a wooden fence post on the property he leased behind Elizabeth Street.
A neighbour [who did not wish to be named] told the Daily Liberal children racing small vehicles down Pierce Street, near where the accident happened, had been a problem for some time and she believed an accident was bound to happen.
Mr Blackhall was first on the scene of the accident that occurred about 3.40pm finding the nine-year-old boy dead and the 12-year-old boy with serious facial and head injuries.
“I was in the house and I saw them fall down,” he said.
“They hit that corner post there and by the looks of it they then went through the fence.”
“They are not supposed to ride here, full stop.”
He said neither of the boys had been wearing a helmet when they were thrown from the motorcycle.
Mr Blackhall said he couldn’t find a pulse on the nine-year-old boy, who had serious facial injuries.
After calling the emergency services Mr Blackhall informed family members of the boys about the crash.
“I went over and told the mother there had been an accident and the kids were smashed up pretty bad,” Mr Blackhall said.
“Not real nice on Christmas Day.”
The fence on the property had to be cut in order for paramedics to drive an ambulance to the accident site and treat the 12-year-old boy.
“The police and ambulance all turned up here together,” Mr Blackhall said.
A neighbour in the area said she had recently swerved off the road before to avoid hitting a young boy racing in a motorised go-cart in Pierce Street - a street regularly used by council trucks.
She said the children who raced on the road hid behind a dam in the paddock nearby when people in the area called the police.
A helicopter landed in Rygate Park next to the Wellington District Hospital to transport the 12-year-old boy to Westmead Children’s Hospital in Sydney.
Kayleb's mother, Tash Smith, said in a Facebook tribute that she wished she could wake up and find that it was just a bad dream. ''ill LOVE u till the day die … You made me so proud my boy,'' she wrote. ''You was the best big brother & son anyone could ever ask for. Ill never forget the day (night) that I bought u into this world.''
Dubbo detectives have been interviewing family members and police from Orana Local Area Command investigate the incident before a report is prepared for the coroner.
