There is currently only one doctor available at the hospital, Dubbo mayor Ben Shields understands.
On Monday night at the Dubbo Regional Council meeting he plans to table a mayoral minute calling for action over the hospital concerns.
If supported by the other councillors, council will contact NSW Health Minister Brad Hazzard, Premier Galdys Berejiklian and Mr Saunders calling for more staff.

But in a statement, Mr Saunders said he had already been in discussions with the Local Health District, Wellington residents and the local health council.
"On October 28, I facilitated a phone conference call so members of the Wellington Health Council could speak directly to the acting chief executive of the Western NSW Local Health District, Mark Spittal," Mr Saunders said.
"Mr Spittal listened to all the matters raised by members of the Health Council, and I believe there is a sincere desire and a working plan to ensure those issues can be resolved.
"It is my understanding that Mr Spittal will be attending next week's community meeting in Wellington, and I am advised the Local Health District is implementing a system to ensure a medical presence at the Wellington facility into the future."
The Dubbo MP said the recruitment of doctors to regional areas continued to be an issue.
"But I will continue to advocate for our region and I'm confident the plans in place for Wellington will see a positive outcome," Mr Saunders said.
Cr Shields has called on the community to put pressure on the government so the concerns are heard.
"It's no use for the people of Wellington to sit by and let this happen, they've got to demand change," he said.
The mayor said asking one doctor to provide the highest level of care and treatment while working seven days a week wasn't fair or reasonable.
"Without having a doctor, you may as well call [Wellington Hospital] a glorified first aid box. It's certainly not fitting the title of hospital without the right staff in place," Cr Shields said.
Comment on Wellington Hospital was also sought from the Western NSW Local Health District. WNSWLHD was asked about the levels of staff and if there were any concerns.
However, at the time of printing no response was received.
