WASPs, submitted by members of the "non-residential/ commercial" sector, would have to be approved by Dubbo Regional Council and "strictly" followed.
The council is investigating the possibility of increasing water restrictions to level three in the coming weeks, according to its chief executive officer Michael McMahon.
The restrictions apply to the council's potable water supply.

On Monday Mr McMahon reported of Dubbo residents using an average 403.57 litres of water per person per day across the previous week.
Level two water restrictions have a residential water consumption target of 301 litres per person per day.
"There is significant room for the whole community, including high water users in the business community, including Dubbo Regional Council, to come together and improve our situation by making informed and educated choices in their daily water use," Mr McMahon said.
Level three water restrictions would impact the lawns and gardens of the city's non-residential/commercial sector and residents.
Watering systems, non-fixed sprinklers and hand-held hoses would not be permitted at any time for watering of lawns or gardens.
The use of microsprays, drip systems and soaker hoses would be permitted between 6am and 9am, and 6pm and 9pm, every second day as per the odds and evens system during summer.
