First budget for merged council

As well as the budget the May ordinary meeting, which will be held in Wellington, will cover a number of housekeeping issues, such as the composition of council committees.

Dubbo issues will dominate the agenda from a modified development application to a licence agreement for the Dubbo rugby clubhouse.

The public will also be offered the chance to speak.

Council administrator Michael Kneipp said adopting a 2016/17 operational plan and budget for Western Plains Regional Council was essential.

"A new operational plan for the Western Plains Regional Council will be developed, adopted for exhibition, exhibited and submissions called for, and ultimately be adopted to commence the 2016/17 financial year," Mr Kneipp said.

"This process will consider the priorities, projects and budgets of the former Dubbo and Wellington councils and create a new Western Plains Regional Council operational plan for the coming year."

While the spending in Dubbo remains relatively unchanged from the proposed Dubbo City Council budget, major capital works in Wellington have also been included.

The draft budget includes $800,000 for rehabilitation of landfill sites in Wellington and the villages across the next five years, $830,000 towards the reconstruction of urban sealed roads, as well as almost $800,000 for Wellington's water infrastructure and $529,000 for sewer infrastructure.

In the budget document, interim general manager Mark Riley said council was committed to maintaining service delivery at the levels of the former Dubbo City and Wellington councils.

"Given the timing of the proclamation, the Western Plains Regional Council's 2016/17 draft operational plan and budget (including revenue policy) has not been fully integrated," he said.

"As a result the 2016/17 draft operational plan and budget (including revenue policy) has been prepared based on the same structure that existed at the former Dubbo and Wellington councils."
