On Thursday May 12, Dubbo City Council and Wellington Council ceased to exist, replaced with a merged Western Plains Regional Council.

The 17 councillors and two mayors in the two local government areas were informed of the decision during the public announcement.

When asked why they were not told sooner Mr Toole's spokesperson said: "contact was made with each affected mayor, either by email or phone, to ensure they were informed of the change in a timely way".

However, Mr Dickerson said he received no phone call or email from any NSW government representative.

"I actually sent a text to [Dubbo MP and deputy premier Troy Grant] on the morning of the amalgamation as the rumour mill was running high but I found out we were amalgamated from media reports and then I informed my councillors," Mr Dickerson said.

"I eventually received a return text from Troy a significant time after I found out from media reports. I still am yet to receive a phone call."

Mr Dickerson said the only other information received was an "impersonal generic email" that came hours after the event that was sent to the general manager adressed to the then-defunct mayors and councillors.

After it was forwarded on to himself, Mr Dickerson said he passed it along to the former councillors.

When the announcement was made, Mr Dickerson said he felt like he had been "kicked in the guts".

"No one wanted this merger," he said.

"It will bring to a halt the great progress that Dubbo has made in recent years. Now all the attention will have to be directed towards the creation of a new regional council structure.

"That means the focus will no longer be on continuing to develop Dubbo."

Mr Dickerson said the Dubbo and Wellington communities would suffer as he had yet to see any advantage to the amalgamation.
