Mr Simpson, one of the city's leading legal practitioners, was critical of comments made about the justice system by Mayor Mathew Dickerson.
Speaking on the record at the conclusion of a criminal matter, Mr Simpson said he was very concerned.
"The mayor has decided to buy into things that he has very little understanding about," Mr Simpson said.
"It is quite improper for him to make the comments that he has in the way that he has.
"I think if he is genuinely concerned he (the mayor) should have gone about it in an entirely different way rather than scaremongering in the local paper."
Mr Simpson said he wanted to comment "in the strongest terms" on the mayor "making attacks on the sideline without any information or anything to back it up".
"The members of the bar are extremely offended," Mr Simpson said.
Magistrate Eckhold made no comment and moved on to the next matter before the court.
