Councillor Jess Jennings has pitched a multi-pass concept, that would see cheaper admission offered at a total of six attractions.
He said that Taronga Western Plains Zoo was Dubbo's biggest attraction and one that people would be willing to travel for, leading him to think of the multi-pass arrangement.
"I thought, 'How can we capture them on the way through to visit Bathurst attractions?'," he said.
"And having said that, there's probably a lot of people who come to Bathurst for Mount Panorama, or a are just visiting Bathurst, who if they were encouraged to could go to Dubbo as well.
"I thought one of the ways to encourage that mutual benefit for Dubbo and Bathurst would be to have a multi-pass scheme where you get a discounted entrance price to six attractions, three based in Bathurst and three based in Dubbo."

The idea was pitched at a Bathurst Regional Council meeting earlier this month and Cr Jennings has since had further discussions with the director of Cultural and Community Services.
Those discussions have him feeling confident that a multi-pass scheme could become a reality.
"He thinks it is an excellent idea and he's going to make contact with Dubbo and see what they think of it," he said.
If the idea does progress, Cr Jennings already has six attractions in mind for the scheme.
From Bathurst, he would include the Australian Fossil and Mineral Museum, the National Motor Racing Museum and the not-yet-built Bathurst Railway Museum.
The latter is scheduled to be complete by the end of 2019.
In addition to the zoo, Cr Jennings nominated Old Dubbo Gaol and the Royal Flying Doctor visitor education centre to be part of the scheme.
When asked why he selected Dubbo over Orange as a place to partner with, he said there were two factors that swayed his decision.
"I think Dubbo has got the biggest attractions," he said.
"Dubbo also has the biggest population, so I think we need to partner with somewhere that is a major centre.
"We could do other things with Orange, but in this particular instance I think it is about capturing that tourist market between Dubbo and Sydney."
