More than one hundred groups across the city were in the running for the shield, however, the police officers' 254 donations in 2017 gave them the win.
Second place went to the staff at Dubbo Regional Council and third was the Dubbo Hospital.

Orana Mid-Western Police District commander Superintendent Peter McKenna said he was really proud of the police for winning the shield for the second time.
"I really do have to thank Senior Constable Colbran for being the driving force behind this. She really encourages all the police to get involved to the point of nagging us and booking in donations for us," he said.
The officers are encouraged to donate both on and off duty.
"It is a reflection of the police here because we do see the tragic side of life and we do see the times where we know this is actually life-saving. I am really proud to be the commander for such an organisation," Superintendent McKenna said.
Dubbo Blood Donor's Brian Bruce said he was thankful for the "phenomenal support" from the police.
Mr Bruce encouraged organisations to take up the Red 25 challenge.
