During his radio show on Tuesday morning, the conservative broadcaster drew attention to a picture, splashed on the front page of The Daily Telegraph newspaper, of Mr Baird and Family and Community Services Minister Brad Hazzard arriving at Jones' Circular Quay apartment on Monday night.

The reported dinner comes as cabinet is expected to consider reversing the ban following a sustained industry and media campaign, of which Jones has been a key player.

During his morning show on Tuesday, Jones told his listeners that they might have seen the front page picture of him "meeting the Premier and all the rest it" and said that the backflip on the ban "has to happen".

He said Mr Baird, who has also copped a lashing from Jones on Sydney's lock out laws and council amalgamations, would receive "full marks" from him if he reversed the ban.

"Having criticised the government for the ridiculous decision to impose the ban we surely can't now criticise them for taking the sensible step to reverse it," Jones said.

"Don't you think if we make it a weakness when a politician simply admits he has listened, we will never have good government?"

Range of options

The Baird government is set to consider a reversal of the policy and a range of options that will encompass significant elements of a plan put forward by the industry on Tuesday.

Among the proposals is a controlled breeding program; total life-cycle management for greyhounds including those unable to race; and life bans for animal cruelty, including live baiting.

It is understood that the cabinet will also consider the introduction of a statutory review of undertakings given by the industry with a potential three-year review timetable.

The move comes as a registered greyhound trainer from Sydney's south west has been charged with torturing, beating and killing animals as part a live-bating regime.

Police arrested the 27-year-old from Cabramatta on Monday after they found a number of images allegedly depicting animal cruelty.

The man was refused bail and is due to appear in Liverpool Local Court on Tuesday.

Mr Baird announced the decision to ban greyhound racing from July next year following a special commission of inquiry report that found 68,000 greyhounds had been euthanised in the past 12 years because they could not, or were too slow to, race.

Despite the concerted campaign against him, legislation supporting the wind-up of the industry was passed in August and just over a week ago Mr Baird declared the shutdown date was "locked in. That is firm".

While the greyhound racing industry and Opposition Leader Luke Foley have welcomed the government's reconsideration of the ban, animal welfare groups have expressed disappointment and continue to support the policy banning greyhound racing.

"Mr Baird has said this is a matter of great principle ad infinitum for three months now," Mr Foley said.

"It seems the principle most important to Mr Baird is saving his own skin."
