Stage Four, Release 3A will go on sale October 17 at 9am, and Dubbo Regional Council manager commercial facilities and corporate development Simon Tratt said there had already been a high level of interest.
“It’s a 36-lot release in total and we’ve got 10 of those lots which we’ve assigned for first home buyers,” Mr Tratt said.
The lots range from 674 metres-squared to 1,219 metres-squared.
A $15,000 rebate from council will be provided for the new home owners within 12 months of them pouring their concrete slab.
“The reason we’ve done that is so that first home buyers can’t buy it and make a profit on vacant land and sell it at full market price. We want people to buy, build and live,” Mr Tratt said.
With the Council rebate and the NSW government’s first home buyers grant of $10,000, Mr Tratt said home owners could be out of pocket for a parcel of land for as little as $105,000.

“A lot of the developers aren’t focusing on that first home buyer market. They’re looking at second and third and fourth home buyers,” Mr Tratt said.
“But this is where council feels it has a social responsibility to be able to provide for those who can’t afford and also those who are working hard and simply only have the option of buying an old second hand house or they’re out of the hosing market.
“The other thing is if first home buyers do but the land then we get them as ratepayers, they can establish in Dubbo, they have gets, the schools start to swell up and on it goes.”
It was also an additional source of income for the organisation, he said.
“There’s less pressure to increase rates if we can find income by other sources, while still providing a benefit to the residents as an opportunity to purchase,” Mr Tratt said.
To secure a lot a completed Application to Purchase off the Plan form is needed, as well as a $1000 deposit.
In past releases Mr Tratt said people had been waiting at council as early as 5.30am on the release day to secure the lot they wanted.
“All the lots go on sale on the 17th, but those particular 10 lots are only being offered to first home buyers for the first two week period,” he said.
While council has offered incentives to first home buyers in the past, Mr Tratt said there was never anything this appealing.
