THE public gallery was full at the first meeting of the new Western Plains Regional Council on Wednesday evening.

Former councillors and interested members of the public filled the chairs at the back of the room, leaving others to stand to hear the proceedings.
Led by administrator Michael Kneipp, alongside interim general manager Mark Riley, the main focus of the night was the budget.
Each director highlighted the main features in their branch of council before it was approved by Mr Kneipp.
The document is now on public exhibition before it goes before council again at an extraordinary meeting on June 29.
Eight ex-councillors were also appointed to the Local Representation Committee, four apiece from the former Wellington and Dubbo City council areas.
The members of the committee are: Graham Ross, David Grant, Anne Jones, Kevin Parker, Ben Shields, Pip Smith, Rod Towney and John Walkom.
Unlike a meeting of the former Dubbo City Council, decisions were not made through a vote by the elected representatives, but came down to the decision of Mr Kneipp.
"I think the staff had done a lot of preparation work which was very helpful to me, nothing was deferred," Mr Kneipp said.
"There was a large gallery made up of a lot of ex-councillors from Dubbo and Wellington and they were very respectful."
The June ordinary meeting of council will be held in Wellington on June 22.
After the Code of Meeting Practice is adopted meetings will alternate between the Dubbo and Wellington chambers.
