It was confirmed at the April ordinary meeting of Dubbo City Council the DALC would not relocate from Victoria Park, Dubbo mayor Mathew Dickerson said.
"Options for a 25 metres and 50 metres indoor lap swimming pool, separate indoor Learn to Swim pools, aquatic recreation and play elements, fitness-gym and renewal of kiosk, office space and amenities should all be addressed as part of the master plan development," Cr Dickerson said.
"Such a master plan could then be open to public consultation and if adopted by council would guide the future development of this important community facility."
Council has also endorsed a recommendation for a new category of admission charges to be introduced.
It had been proposed for aged pensioners to be charged $3 and carnival spectators $2. Meanwhile the spectator charge for non-swimming adults has been proposed to be increased to $3 and the water slide increased to $3 for six rides.
The new charges will be included in the 2016-17 Draft Revenue Policy and will be on public exhibition in the Annual Operational Plan and Budget.
