The season, which is currently set down to begin on April 17, was set to open with Cobar making the trip to Dubbo to take on Westside at No. 1 Oval.
Instead the Roosters will play in the Barwon Darling Cup in 2016.
Group 11 secretary Ross McDermott was set to speak with other members of the management committee overnight in order to quickly come up with a solution to the draw dilemma.
McDermott confirmed there were three options to choose from as the draw changes from a nine-team competition to one featuring eight clubs.
"We can replace Cobar each week with whichever team has the bye," he said.
"And then with it being an 18-week season now you would change some things or you can give everyone two byes, which I don't think will happen.
"The third option is to have a brand new draw."
McDermott said whichever way the committee went, all clubs would know the make-up of the season by the end of this weekend at the latest.
If a new draw was to be created, there would be some "major issues" to work around.
"A lot of clubs have requested home games on certain weekends for special reasons," McDermott said.
"Forbes and Parkes always play on the long weekend and I know CYMS and some other clubs have charity days on certain home dates.
"So we want to keep it as close to what we've got right now."
McDermott also revealed it was his dream to have a 10-team Group 11 competition in the future.
That would obviously involve the return of the Roosters as well as the introduction of a new side.
The Roosters had the option to play out this year and then attend the next Group 11 general meeting and apply for a return and McDermott said he was in favour of that happening in 2017.
"Cobar have done right by us and they put their hands up and said they've got some issues," he said.
"If they were to put in an application it would be supported by myself and I would welcome them back in 2017."
