In the early 1970s, Mr Weyland purchased a flute from Mawbey's Music and from there a campaign for music lessons in Dubbo began.

Mr Weyland pursued the idea and in 1987 the Orana School of Music opened at its permanent address on Depot Road. From the School developed the Macquarie Conservatorium.

After 45 years, Mr Weyland still remains on the board of the Conservatorium and funds the Weyand Senior Woodwind Scholarship to continue his dream of affordable and accessible music.

Mr Weyland said he himself experienced how hard it was to learn an instrument when there were no teachers around.

The dream of filling Dubbo with music went further in 1977 when after a public meeting with 40 interested musicians, Mr Weyand and then-head of the Woodwind Department of the NSW Conservatorium Neville Thomas created the Dubbo Orchestra.

In 2009, Mr Weyland published a book about his life titled 'The Promise of the Shells' and he is currently working on a squeal.

However, despite a long list of accomplishments, Mr Weyland had a simple answer when asked about his best moment.

"We had a lot of wonderful friends and that I suppose is one of the greatest things that's come out of all this," he said.

Remaining humble, Mr Weyand said it was very nice to be the Cultural Person of the Year but there were many other people who should have won it.

This is the first time a Cultural Person of the Year Award has been presented to a Dubbo resident and Mayor Mathew Dickerson said it was a reflection of the city becoming more culturally aware.
