The elderly resident of the St John's aged care complex in Sale Street was threatened by the offender who told her the power would be cut if she didn't hand over the cash.
According to police the offender knocked on her door between 8am and 10am on Friday, intimidating the elderly woman until she handed over details of her bank account.
"The offender then went to the bank and withdrew money in two separate transactions of $2000 and $1000," Canobolas Local Area Command duty officer Sergeant Mick White said.
Police are warning residents to be on the lookout for the female fraudster.
The elderly woman was only able to supply a brief description of the offender who is described as being of large build with mid-length brown hair.
"She told the victim she owed money. This is a clear case of fraud," said Sergeant White.
"Police are urging people to be aware someone is out there prepared to carry out this type of crime and if anyone comes to your house you need to ask for identification," he said.
Northern Manager Community Relations for Essential Energy David Crough said all representatives from Essential Energy carry identification that includes the person's name and photograph, which customers can request to view at any time.
"If the person refuses to provide confirmation of their identification, customers are advised to ask them to leave the premises," he said.
Uniting Care, which runs the St John's aged care units, is offering advice and support to residents on turning away people who cannot produce identification..
Sergeant White said police have requested CCTV footage from the bank where the funds were withdrawn and will review it as part of the investigation.
Sergeant White said anyone who finds themselves confronted with a similar situation should always call their energy provider to inform them someone was at their door and to check their details.
"Under no circumstances hand over money in this type of situation," he said.
