Earmarked to "progress immediately" are works at Albury, Armidale, Ballina Byron Gateway, Bourke, Coffs Harbour, Dubbo, Griffith, Lightning Ridge, Lismore, Lord Howe Island, Merimbula, Moree, Narrandera, Newcastle, Tamworth, Taree and Wagga Wagga airports.
Final assessment of another 10 projects is expected to be completed in early 2016.
NSW Minister for Regional Development, Skills and Small Business John Barilaro said the long-term investment aimed to enhance airport services for communities and boost the number of visitors to regional NSW.
"Projects include terminal upgrades, apron and runway improvements, investment in airport emergency services, lighting upgrades and other vital works to accommodate more and larger aircraft, to improve safety and services," he said.
"Regional airports play a vital role in the long-term viability and growth for local communities and economies in NSW, and are an essential entry point to the region for tourism, health and emergency services."
The state government reports that the $35 million investment supports other initiatives aiming to bolster regional air transport services.
"We've deregulated a number of air services this year, including connections to Sydney from Mudgee, Cooma, Narrabri and Cobar to facilitate better access and the delivery of vital services to regional communities," Minister for Transport and Infrastructure Andrew Constance said.
"Select tenders have also been called for air operators to provide services between Dubbo, Bourke and Walgett, which is expected to be awarded mid next year."
The $7.4 million grant for the airport at Dubbo was announced on Monday by state Member for Dubbo and NSW Deputy Premier Troy Grant.
It will pay for works including runway strengthening and better lighting.
Dubbo mayor Mathew Dickerson reported that it was the biggest government grant received by Dubbo City Council.
