Under the proposal, which will be put on exhibition in December, people using the public car park could be charged $4.70 for staying longer than four hours.
If the fees are implemented, the $4.70 charge would start in 2016/17. The fee would increase to $6 in the second year, followed by a 2.5 per cent increase every year thereafter.
In it's first full year, the fees would bring in an estimated $386,503 to the airport.
Dubbo City Council has also proposed to continue the $9.50 per day for secure car parking, which would be extended by an extra 50 spaces.
Airport operations manager Lindsay Mason said additional income streams needed to be secured for the airport.
"Continued reliance on landing fees alone will become unsustainable," Mr Mason said.
"In this regard, a four year price path for the airport will be developed for consideration by council when formulating the 2016/17 budget."
He said the public car park system would operate on similar lines to the secure parking but there would be no charge for the first four hours.
"This would give the "meeters and greeters and farewellers" time to do so in most circumstances without being required to pay parking fees," Mr Mason said.
The hire car spaces would be moved to an external public car parking area, yet to be constructed.
Mr Mason said there had been discussion about charging a premium for hire car companies to keep their dedicated spaces, however there was a concern that additional costs would be passed onto customers.
Perimeter fencing, entry/exit gates, improved lighting, CCTV coverage and new payment technology which would allow for 'tap and go' have also been proposed as part of the changes.
A further report on the parking fees will be submitted to council following the 28 day public exhibition period before a final decision is made.
