Social reform on marriage equality can not happen without grassroot campaigns, according to Dubbo resident Karen Payne.

Ms Payne addressed Dubbo City Council during the July meeting earlier in the week to urge council to support a motion calling for the federal government to have a referendum on same-sex marriage.
"This is an opportunity for the council to add its voice to an important national discussion and remind every citizen of Dubbo that they are equal regardless of gender, race or sexuality," Ms Payne said.
"Same-sex marriage in Australia is inevitable."
Ms Payne, who has been in a same-sex relationship for 11 years, said the overwhelming majority- 72 per cent- of Australians supported marriage equality.
"In the lower house 65 MPs currently support marriage equality, the equality target is 76. In the upper house 37 MPs support marriage equality, the equality target is 39," she said.
Momentum has continued to build in support of marriage equality because of grassroots campaigns, Ms Payne said.
"Please send a message and inclusion to our LGBTI community. It is especially important for our young people to hear this message," she told the meeting.
"I want to be able to say with pride that my council and the community is accepting and supports the rights of all its citizens."
