The team was announced on Sunday night following round one of the 2015 season and there were a number of new faces in the team which will face off against the Castlereagh League and Group 10 teams on May 2.
Last season's grand finalists, Dubbo CYMS and Parkes, each have four players in the team while the new-look Forbes Magpies have three players named.
The Wellington Cowboys also have three representatives while there is one each from Macquarie, Westside and Nyngan.
"We're picking guys in form and CYMS, Parkes and Forbes are the form teams at the moment and there's some younger guys too so we'd like to give them a chance," Jackson said.
"You can't beat young guys with their enthusiasm and these guys have excelled at club level so they're ready to take that next step."
With representative stalwart Dennis Moran opting to focus on his role as captain-coach of Parkes this season, Nyngan's Jacob Neill will be partnered by CYMS' new five-eighth Colby Pellow in the halves.
Pellow only played his first Group 11 match in the number six jersey on Sunday but he was a standout, scoring 24 points on his own, during his side's 60-nil win over Narromine.
"He looked good, he holds himself well out on the field so we think he's up for it," Jackson said of Pellow.
"He's got a bit of Corey Stanley about him the way he moves, we all commented on that so I think he'll go well and getting his first taste of rep footy will do him good for the rest of this season and the years to come."
CYMS dominate the backline with John Grey and Kieran Shipp on the wings while Jyie Chapman joins Westside recruit Quinton Dickerson in the centres.
Parkes' Sam Dwyer was named at fullback while fellow Spacemen Brendon Tago, Jack Medlyn and Tino Ionatana will all feature in the forward pack.
Jeremy Smith is Macquarie's sole player in the Group 11 team and was named to start at hooker.
With the representative cluster changing to include the Castlereagh League side in the top grade this season, Jackson admitted that played a role in the selection process.
The Western Rams team will be chosen following the matches at Caltex Park and Jackson admitted two promising showings can helps his players' chances of making the Rams squad.
"I think we're playing just one 40-minute half against the Castlereagh side and then they're talking about two 30 minute halves against Group 10 so it's a bit different and you won't want to really settle into a game, it's a bit shorter so you're going to have to come out all guns blazing," he said.
"If we beat Group 10 that will help our chances and make the difference between having five or six players in the Western team or 10 or 11.
"Traditionally the team who has won the game has had the most players picked."
Jackson highlighted Medlyn and Forbes' Jake Grace as players who caught his eye during round one while Parkes prop Tago is another to keep an eye on with the former Queensland under-20 Origin player making an impact early in his Group 11 career.
The Western Rams cluster day will be held at Dubbo's Caltex Park on May 2.
