Officially launched on Monday, 'Ignite Our Centre' is a community-lead project.
Until June 5, the community can submit their ideas for additions, improvements and suggestions for the CBD.
Dubbo mayor Mathew Dickerson said one of the things the city wanted to do was maintain the CBD as the central focus.
"The community tells council what it wants. We've got a blank sheet of paper, well we've got many blank sheets of paper, and the idea is for the community to come forward and say what they would like," Cr Dickerson said.
"You don't have to limit your thinking to what's occurred before, don't limit your thinking to what people have said before."
Submissions can be made through a variety of mediums from speaking to a member of the Ignite team to taking a photo.
"If you've got a random thought write a comment on Facebook, add a photo if you'd like and use that hashtag #dubboignite," Cr Dickerson said.
"You can come forward to council through the ignite team, through whatever avenue at whatever time."
Ignite team member Tony Aikins said there had already been great interest around the initiative.
"There's a general feeling that it's a good time to start looking at the CBD- the way it's going and how it's doing. It's still having to compete with Orana Mall," he said.
Mr Aikins said the "ordinary people" were encouraged to get involved, because they were the ones who would be utilising the benefits of the project.
"It's not just clients and people who own businesses, the CBD belongs to the whole community," he said.
"Ultimately, none of these things work if ordinary people don't come and use them.
"We can be spending a lot of money doing things that don't make any difference at all."
Mr Aikins said it was amazing what ideas were out there that the team would never have thought of.
"It could be as simple as a certain type of seat. Little things that are done quickly in the right way at the right time can have great affect."
Cr Dickerson said Dubbo City Council loved that the community was engaged.
Ignition stations will be set up around the City, at the Visitors Information Centre, council's Civic Administration Building, Dubbo Macquarie Regional Library and pop-up locations within the CBD or go online to www.mydubbomysay.com.au.
