The former doctor was recognised at the Senior's Week concert at Dubbo RSL on Thursday, March 19, and Dubbo City Council said she was an "extremely worthy winner".
"Helen displays admirably strong, ethical community values and is a wonderful role model for her peers and her young grandchildren alike," Dubbo City Council's citation read.
Mrs Logan moved to Dubbo 47 years ago with her late husband, Michael, and worked in private practice followed by Lourdes hospital.
While at Lourdes she stood up for the needs of disabled people in the community, lobbying Dubbo City Council to install facilities, such as ramps, across the city centre.
Mrs Logan has also been a consistently strong advocate for the city's cultural facilities, from supporting the Western Plains Cultural Centre and the Dubbo Regional Theatre and Convention Centre, to maintaining the garden and leading tours at Dundullimal Homestead.
She has also worked hard to promote the region's indigenous culture and art, leading tours to the district's sacred sites, and "has a deep appreciation and understanding of the Aboriginal community in this city", according to the citation.
Mrs Logan is an active member of St Brigid's Catholic church, and has a long record of service with Rotary and St Vincent's de Paul, where she displays "genuine compassion and concerned for disadvantaged people who need guidance".
"Those who volunteer with Helen have the utmost admiration and respect for the intelligence and good humour she constantly displays."
"She is an extremely worthy winner of the Award for 2015."
