The idea for the new bins was floated at Dubbo City Council's Works and Services Committee meeting on Monday.
Under the proposition, the organic waste bin would be collected weekly, while the mixed waste and recycling bins would be collected on a fortnightly basis.
Based on project estimate costs, the introduction of a new bin would cost an additional $63 per service per annum if mixed waste was collected fortnightly, or an extra $83 per service if mix waste collection remained weekly.
However, Dubbo Ratepayers Association president Merrilyn Mulcahy said she didn't know of anyone who wanted organic waste bins.
"Not one person wants it. I don't know anybody who wants to go down that track," she said.
"It sounds like something [Sydney Lord Mayor] Clover Moore would do. We're not Sydney, we're Dubbo."
Ms Mulcahy said the organisation was also against having the mixed waste bins collected fortnightly.
"We're not a third world country, we want our bins taken away weekly."
Councillors Allan Smith, Ben Shields and John Walkom have also raised concerns about the organic waste bins.
Cr Allan Smith said leaving the mixed waste bins for a longer period of time would increase their smell.
"Our community is still made up of families and there are young children in those families. These days not many people have washable nappies, they're disposables and the disposables go in that mixed waste bin," he said.
"I'm not so sure it's an appropriate process to leave that in the bin for one fortnight, especially in the hot weather."
Like the ratepayers association, Cr Shields said he wasn't convinced the public wanted organic bins
"To this day, 16 years on council, I've not had one person, not one, come and say to me that they want a green waste collection service," he said.
Ms Mulcahy said it was fine if people wanted to have organic bins but said they should be user paid.
If brought it the three bin service would begin at the start of 2017.
