The man has claimed the officer wrongly accused him of speeding, as the radar speedometer was not used.
Truck driver, Chris Smith, recorded the encounter with the officer on his mobile phone, which was then uploaded onto Mr Smith's Facebook page.
In the video, Mr Smith argued with the officer that he was not speeding.
"I want to know how you can book me when I wasn't speeding?" he said.
The officer said the fine was based on an "estimation".
"I didn't check you on the radar. I think you need to realise everything is based on my estimations," the officer said.
"All a radar does is back up my estimations."
Mr Smith was adamant he was not speeding above the 70 kilometre limit.
A NSW Police spokesperson said the officer was on duty on the Newell Highway as a part of the Operation Drink Drive.
The spokesperson said Mr Smith would be fined $254 and three demerit points.
"All highway patrol operatives are considered subject matter experts in the eyes of the court in terms of estimating speed," the spokesperson said.
"This is included as a part of training received by potential highway patrol officers."
Mr Smith's encounter with the officer has since gone viral over the internet.
In the first 24 hours since it was uploaded, Mr Smith's video was viewed more than 800,000 times.
