Emergency services were called to a two car crash on the corner of Purvis Lane and Richard Ryan Place at 7.20am.
Orana Police Inspector Scott Tanner said the driver of a silver Holden Barina was preparing to turn right onto Richard Ryan Place when a Toyota Hilux rear ended the vehicle.
The Barina was propelled forward onto a support wire, where it stayed suspended.
Ambulance NSW was called and the male Barina driver was taken to Dubbo Hospital with minor injuries.
The driver of the Hilux was charged with negligent driving.
NSW Fire and Rescue were called to the crash site to ensure the wire was not dangerous, Dubbo Station Officer Mick Medlin said.
"We've always got to be careful when electricity is involved," he said.
"And we had to make sure the structure of the pole had not been compromised- to make sure it wasn't going to fall on anyone."
Essential Energy were called out to the scene, but Regional General Manager - Northern, Ben Williams, said the wire is actually a guy wire used only to support the pole.
"Essential Energy attended immediately to ensure the safety of the occupants," he said.
"But the car was balancing on a guy wire, so no contact was made with electrical supply."
