In a bid to ensure the facility is used as much as possible, the council is making access keys available for purchase for those who want to be able to train.
Manager of Recreational Planning and Programs Tracey Whillock and Dubbo mayor Mathew Dickerson were on hand to present Payton with her key.
Cr Dickerson has also purchased a pass for his family.
Ms Whillock is encouraging everyone to who will make use of Barden Park to apply for access by visiting Dubbo City Council customer service.
"Payton is in training for the New Year's Eve athletics carnival in Dubbo and being able to access Barden Park when she wants to train is great," she said.
"So far we have handed out two keys but just today we have had another three enquiries and we think there will be a lot of people who will want to take advantage."
Some restrictions will be in place to avoid clashes with club training, events and carnivals and for public safety.
Anyone wishing to purchase a general access pass should call Tracey Whillock on 68014000.
