Dubbo mayor Mathew Dickerson placed his scissors to the orange ribbon shortly after 10am, officially opening the area to the general public.
The outdoor area extends to the western edge of the visitor centre, overlooking the Dubbo Macquarie Lions Park.
Cr Dickerson said he hoped the unique area would be utilised by residents.
"Dubbo Macquarie Lions Park is regularly used for events such as the farmers' markets, the Rotary Christmas Fair and a range of other community events," he said.
"With this outdoor area, community groups will have the option of using the space as a stage for performances or additional seating."
Cr Dickerson said the Vistor Centre would play as a perfect setting to out of town visitors who would be able to peruse the information they are provided about the city and plan their visit.
"More than 80,000 people come through the doors of the Visitor Information Centre each year," he said.
"Add to that the many local and community events that use Dubbo Macquarie Lions Park and this was certainly a worthwhile investment for the community."
Dubbo City Council received $43,337 under the NSW government's Community Building Partnerships program for the construction of the area.
