Trevor Youngman was riding his bike around the roundabout on Monday morning and hit a large collection of stones that had built up on the outside lane.
Recognising the bike would go from underneath him if he followed the natural flow of the roundabout, he had to steer straight and hit the curbing on the outside of the roundabout.
It left Trevor's bike damaged and him shaken.
He reported the incident to Dubbo City Council immediately and took photos down to show staff. He was assured the hazard would be removed immediately but was shocked to drive past almost 24 hours later and find nothing had been done.
"I was riding north on Fitzroy Street and I slowed the bike down but then I hit the gravel and had no choice but to go straight or I would have come off the bike. I had a few seconds to pull the bike sideways to try and miss the curbing but the back wheel has hit it and bent the wheel and the gearing isn't working," Mr Youngman said.
"I'm worried that if you have a child on a bike or someone on a motorbike, it could cause an accident. Even if a car is coming along and has to hit its brakes suddenly, it will probably skid.
"Council told me they would get it fixed yesterday [Tuesday] and I come along and nothing has been done. I really want to see it fixed. I am disappointed council didn't come along and fix it when they said they would."
Mr Youngman said he was grateful for the assistance of a woman who happened to be driving past and saw the incident.
"A woman was coming along and she asked if I was OK, then she did a U-turn and asked again. I really appreciated that."
Dubbo City Council was approached to find out if and when they would be removing the loose bitumen from the roundabout. They were unable to respond before deadline.
