Officers pulled the 18-year-old driver over for a breath test on Bridge Street about 4.45pm Friday afternoon and discovered the unrestrained children in the vehicle.
A spokesperson for Darling River Local Area Command said one of the children was a six-month-old baby.
The driver was issued with three infringement notices totalling $933.
