The Eagles currently sit second on the competition ladder, and while a berth in the semis is guaranteed a win will give them second place on the ladder and home-field advantage in their first final.
Perth, however, have everything on the line as they sit in fourth and need a win to consolidate their spot in the post-season of the inaugural competition.
Eagles coach Darren Coleman said he is anticipating an exciting clash and hopes the community of Dubbo gets behind the match.
"The people involved with the franchise have taken a risk and hopefully the people in Dubbo get behind it and show people in the bush want good rugby on their doorstep," Coleman said.
"We're really excited to be coming out to Dubbo. We've been to Orange and Lismore during this competition as well and we're expecting good support from Dubbo.
"We've watched all of Perth's games and know what to expect from them but they will be fired up for sure. They need to win to make the finals and we've got a bit to play for as well."
Coleman will take a relatively new squad into tomorrow's match, with fullback Darcy Etrich, winger Joel Brooks and second-rower Richard Stanford all making their starting debuts for the franchise.
But they also have the experience of Brendan McKibbin and Steven Hoiles, as well as the competition's leading try-scorer Andrew Kellaway, and the coach isn't concerned as he believes the new rules introduced for the NRC have worked in his team's favour.
"The new rules have seen the ball in play a lot more and promoted a free-flowing brand of rugby which is very appealing to watch," Coleman said.
"The stats back up how effective they have been and the fact we are sitting in second place shows we have adapted well.
"We haven't taken a shot at penalty goal in five games. We've focused on trying to score tries because that wins you games and it's what people come to the games to watch."
Both sides go into tomorrow's match on the back of two-game winning streaks, with the Eagles narrowly getting over the Sydney Stars (26-24) and University of Canberra Vikings (42-37) while Perth have been white-hot in scoring wins over the Sydney Stars (63-21) and Queensland Country (68-29) prior to their bye last weekend.
