Sir Roden Cutler Park Entertainment/ Event Development Committee of Garry Braithwaite and Jack Anderson organised the concert as part of a push for an amphitheatre in Sir Roden Cutler Park.
A significant amount of time and effort was invested in organising country music artists from around the region to play but just 120 spectators came over the course of the day.
"The apathy of Dubbo people in general is unbelievable. People are always whinging there isn't enough to do in Dubbo but then when you put an event on, they don't come out and support it," Mr Braithwaite said.
"Jack and I have established a company with the goal of redeveloping Sir Roden Cutler Park as an entertainment facility.
"We are doing this for the Dubbo community. We have lived here all of our lives and want to give something back, this isn't for ourselves."
Mr Braithwaite said those who did turn out were treated to an enjoyable day of good music and despite the disappointment, he said their determination to make the park an entertainment destination was as strong as ever.
"We will keep pushing on. You have this great venue that for about $3 million over five years could become a major attraction. People who have heard about the idea are big supporters and we want to make it happen.
"We have great supporters, there were about 20 sponsors who helped us out yesterday because they want to see this become a reality, including the owner of the Monkey bar, Prashant Changela."
Mr Changela was a big backer of the event and provided the bulk of the advertising budget. He is still hopeful that the entertainment facility will be built in the future.
"It's for a good cause," Mr Changela said.
"We want to prove that this area is the perfect place to re-create what we once had here."
