About 4pm Monday officers from Orana Local Area Command were patrolling Dubbo CBD and saw a man wanted by police.
He allegedly saw the officers and ran from them.
Police lost sight of the man.
A short time later, more officers arrived and were patrolling Stonehaven Avenue when they heard a man calling for help.
They went to the Macquarie River embankment and saw a man in the river in distress.
Three constables swam out to the man and pulled him to safety.
He was taken to Dubbo Base Hospital for treatment and is under police guard.
The officers were not injured during the incident.
The 20-year-old man is expected to be charged with the outstanding warrant and drug offences later today.
