In the 2013-14 financial year 1776 notices were issued, compared with 2559 notices in the previous period, according to figures published by the NSW Office of State Revenue.
Parking penalties generated fines of $205,944 in 2013-14, down on the $282,911 in the previous year.
Dubbo City Council's two parking patrol officers have the responsibility for detecting drivers over-staying their time.
"Dubbo has experienced a drop in the number of notices issued in 2013-14 compared to the previous financial year, however there is no one specific reason for the reduction in the number of penalty infringement notices issued," council traffic engineer Dennis Valantine said.
He confirmed the council received the revenue raised from parking fines, saying it was "used by council to reduce the cost on rates and general revenue of council's traffic management function".
Asked if the council created enough awareness in the community of parking restrictions, Mr Valantine detailed its efforts.
"Council has installed parking signage to advise motorists of the parking regulations throughout the city," he said.
"The signage is located at regular intervals to optimise readability along the street network in accordance with the Australian standard.
"Council has provided a number of timed parking zones throughout the central business district ranging from one hour through to two-hour timed parking.
"The signage is enforceable and it is the responsibility of the motorist to ensure they park in an area that suits their needs and that they do not exceed the timeframe specified."
The month with the highest number of penalty notices issued was August, with 234 handed out with a face value of $28,572.
February was next with 218 notices with a face value of $24,384.
April had the least notices issued, with just 75.
