It has plans to deliver a December 31 celebration - complete with fireworks - that will require "at least $25,000" to stage.
Yesterday the committee led by Dubbo businessman Peter Judd issued a call for sponsorship for what it regards as a needed addition to the community calendar.
Pyrotechnics displays alone cost $20,000 and $10,000 at New Year's Eve celebrations last year at Orange and Bathurst respectively, the Central Western Daily reported earlier this year.
Sponsorship manager Jan Grady acknowledged the not-for-profit group of volunteers had "a lot of work" in front of it, but said they were determined to make the event happen.
Mr Judd and Mrs Grady revealed the venue would be Ollie Robbins Oval, along the Macquarie River.
They will pitch the celebration to families, offering free entry to patrons, allowing no alcohol and scheduling the event to start at 5pm with live entertainment and finish with a fireworks display at 9pm.
"We have a plan, and I think the small team that's involved are the type of people who do achieve," Mrs Grady said.
"So we're just putting a call out for when we come knocking for people to be supportive and support us in any way they can.
"We're not expecting everyone to come forth with heaps of dollars, but we definitely need cash sponsorship and in-kind sponsorship to make it happen."
Mrs Grady said they anticipated hosting from 2000 to 4000 people and reported having a three-year plan.
"Attendance is going to be a big thing to make us make a decision for next year, whether we do it again the following year - but that's the plan," she said.
"We're testing the public's enthusiasm and the sponsors' support to grow this into an amazing event for the future."
The committee has begun approaching other community organisations for assistance and would like to hear from businesses interested in becoming stallholders.
Dubbo Fireworks Inc also had a further meeting with Dubbo City Council yesterday.
"I'd like to thank the council for the support with general planning they have given us so far and will give us," Mr Judd said.
In the past few years revellers at Orange and Bathurst have enjoyed New Year's Eve events with fireworks, prompting calls from Dubbo residents for their city to follow suit.
