Nino Patriarca estimated about 30 or more jobs would be created during the different stages of construction.
Further and permanent employment opportunities would arise when the Victoria Park Centre opened for trade, scheduled for late next year.
The positions would be in addition to any future recruitment by ALDI on completion of its food store next door.
Together the two projects could improve the outlook of a region that had an unemployment rate of 5.6 per cent in January, according to the Australian Bureau of Statistics Labour Force Survey.
Mr Patriarca highlighted job creation as he spoke to the Daily Liberal this week about his plans for a shopping centre on an undeveloped section of land in the central business district (CBD).
The Victoria Park Centre is the latest project of Mr Patriarca, well-known for his construction business Dubbo Terrazzo and Concrete Industries.
The local firm and its workforce have completed a number of the city's big-ticket infrastructure items.
It won tenders for the Dubbo PCYC redevelopment in 2005, the Western Plains Cultural Centre in the same year, the new Lourdes Hospital in 2009 and the Apex Oval stormwater harvesting project in 2011, all multimillion-dollar contracts.
Leasing agent Peter Whalan from PRDnationwide Dubbo said Mr Patriarca was a developer with a strong track record.
"Nino's put a lot of projects together in Dubbo," he said.
"We feel it's good we've got a local guy who's prepared to put dollars into Dubbo to create employment and to create - it will make Talbragar Street, it will change the whole scope of that."
Mr Patriarca, the director of Kilarney Investments, this week emphasised his project would complement ALDI, approved but not yet built.
The range of businesses scheduled to open on completion of the Victoria Park Centre include fresh food, takeaway, restaurants, cafe, butchery, bakery, chemist, lifestyle and bulky goods.
The development application for the centre can be inspected at Dubbo City Council until November 21.
