The state member said he was not willing to speculate how a liquor outlet would affect the public housing estate that already battled grog but he had one insistence.
If the doors of a bottle shop were to open it must be after "close examination" of the "potential impact", Mr Grant said.
He also anticipated NSW Police and other government departments would make submissions about concerns during a period of public consultation.
The response came last week after a development application (DA) for a bottle shop on the corner of Websdale Drive and Arthur Summons Street was lodged.
The proponent of the project, which also includes an IGA supermarket and two other tenancies, described it as one that would "greatly benefit" the local community.
It had been successful in attracting the notice of Mr Grant, who leads a group established by family and community services minister Pru Goward "to explore all viable options for improving outcomes" within the Apollo Estate.
Mr Grant committed to raising the issue with the Minister's Action Group and would then "respond appropriately".
"Obviously government departments and the community are constantly challenged with issues to continually manage drug and alcohol-related problems in that area of Dubbo," he said.
"The introduction of another liquor outlet in the area needs close examination so as to not add to those ongoing management issues.
"I'm sure the NSW Police and other government agencies will undertake opportunities in the objection phase of the licence application to highlight those concerns."
Independent MP Dawn Fardell, Mr Grant's predecessor in the seat, also had to grapple with the bottle shop issue when $1.25 million plans for the Eastridge site were first lodged with Dubbo City Council in 2009.
At the time she said she could not see the need for another liquor store in Dubbo's east, when the area was already services by three outlets.
Proponent Carlo Cavallaro, a Tamworth businessman, withdrew the bottle shop from the DA, which later gained approval.
He recently lodged another DA for a bottle shop, plans for which are currently on exhibition at the council.
