The street is part of a commercial zone where the setting up of such an establishment is not permitted.
Owners of the proposed brothel were advertising that it would be “opening soon” and invited potential customers to “stay tuned for opening details”.
Dubbo City Council’s director of environmental services Doug Herd was surprised when told of the newspaper advertisement touting “girls, girls, girls”.
While he confessed to having heard rumours, the director said the would-be brothel owners had not been in contact.
“Not at this stage,” he said yesterday.
Mr Herd said the new business could not go ahead in Talbragar Street for two reasons.
“They need development consent to do those sort of things,” Mr Herd said.
And Talbragar Street, zoned commercial, was definitely out as a location for the operation of a house of prostitution.
“It’s the wrong zone,” Mr Herd said.
“It would be illegal.”
The senior director said council would adopt a wait-and-see approach to the advertised mega brothel.
But he was clear about what course of action would be taken if the proposed new business opened its doors in Talbragar Street.
“If it opens it becomes a legal matter,” he said.
Mr Herd said Dubbo at present had an escort agency and a brothel which were operating legally.
